Enable all experimental web platform features on all testsuites (#36519)

This affects the following testsuites:
 - tests/wpt/tests/
 - tests/wpt/mozilla/tests/
 - tests/wpt/webgl/tests/
 - tests/wpt/webgpu/tests/

Testing: Several tests improve
