Userlogin: Stop overriding form field margins from Codex
The login and account creation forms set their own margins between form
fields at 15px, but Codex uses 16px. Remove the 15px override, and let
Codex's 16px default take effect.
Keep the styles reducing the margins between link containers (these are
HTMLInfoFields that just contain a link), but adjust them to work with
top margins rather than bottom margins.
