SkinTemplate: Use final action name when marking the active tab
Previously, the wrong tab would be marked as active if the
'GetActionName' hook overrode the action (e.g. DiscussionTools
displays the view action on some &action=edit URLs), or if
the URL used a non-canonical action name (e.g. &action=VIEW,
&action=editredlink).
