Remove Flash cross-domain policy mangling
Remove Flash cross-domain policy mangling. Users who are somehow still
using Flash as a browser extension will be exposed to CSRF
vulnerabilities.
Deprecate the config since deprecation has some advantages in the new
config system over simple removal.
