De-dupe phf

Update phf to 0.10 in the `script` and `selector` crates to remove the dupe and only use 0.10. `phf` actually has a 0.11 version but we'll need an update to `markup5ever` to be able to pick it.

This removes 9 crates from a Linux debug build.
