meatball at wikimedia has been using meatballwiki.org since
sometime ago (couldn't find which diff), and old link 301 to
new link, so probably a good idea to point to the canonical
URL.

As an alternative to using magic links, PMID was added to the default
interwiki list.
RFC already existed, but the URL in the default list was pointing to
rfc-editor.org, not the tools.ietf.org view like the RFC magic link or
Wikimedia interwiki map are.
Updating the default lists in maintenance/interwiki* only affects new
installations, so a post-database update maintenance script adds and
updates the two interwiki prefixes.

Specifically, remove docbook, gej, jargonfile, lugkr, ppr, sourcewatch,
tejo, uea, and webseitzwiki, all of which are not in the interwiki map,
per https://phabricator.wikimedia.org/T146852#2682115 . Also remove
mediazilla.

This list has obviously not been properly updated for many years. There
are many long-dead sites that are removed in this patch.
Removals will not affect existing wikis, only new wikis.
Also removing local designation for WMF wikis since this list is
intended for 3rd party users (WMF wikis have their own interwiki list).

Added a comment about WMF wikis.
Keeping maintenance/interwiki.{list,sql} in sync now.
They can be compared with
