ZhConverter: Fix language variant fallback chain
Fix the fallback chain for the language converter for zh by:
* Changed fallback order into
* zh-hk' <=> 'zh-mo' first, 'zh-hant' second
* 'zh-sg' <=> 'zh-my' first, 'zh-hans' second
* Added 'zh' to all variants (except 'zh') to reduce
"converter-manual-rule-error" messages
('Error detected in manual language conversion rule').
